Meet Fiona Chen
Former IRS Revenue Agent and Assistant Professor, Fiona Chen, MPA, Ph.D., CPA, ABV, CFF, CITP is the founder and president of Fiona Chen Consulting Company: a Tax & Forensic Accounting Firm.
Forensic accountant and forensic auditor Dr. Fiona Chen has over 30 years of experiences in financial data analysis.
Dr. Chen served as field revenue agent at the Internal Revenue Service of the US Department of the Treasury where she specialized in income and employment taxes and financial products and transactions from 2002 to 2008. She independently examined tax returns involving millions of dollars, and she team examined publicly-held companies worth billions of dollars.
Dr. Fiona Chen is an Illinois licensed CPA. She is accredited in Business Valuation and certified in Financial Forensics, Information Technology, and Information Management Technology by the American Institute of Certified Public Accountants (AICPA).
Dr. Chen provides consulting services to attorneys and their clients in the Chicago area, Illinois, as well as nationwide. She provides expert witness services and litigation support. She writes reports, provides expert report rebuttal and testimony, Dr. Chen performs forensic accounting investigations to identify fraudulent behaviors, make financial statement adjustments, perform background checks, and locate assets for recovery purpose.
From 2013 to 2015, Dr. Chen was a presenter at the Fraud Session of the National Conferences of Government Financial Officers Association (GFOA) on the subject of fraud detection and prevention. She discussed fraud indicators, fraud interview techniques and related matters.
Dr. Chen obtained her Bachelor of Law degree in 1977 at the National Chung Hsing University, now The National Taipei University of Taiwan. She majored in Public Administration and minored in Business Administration. Subsequently, she attended the State University of New York at Albany where she obtained her Master's degree in Public Administration in 1979 and Ph.D. in Public Administration in 1983. Dr. Chen specialized in quantitative public policy and organizational management. Her doctoral dissertation developed the testing of various aggregation schemes using computer simulation modeling on school finance policies.
From 1983 to 1996, Dr. Chen served as an Assistant Professor at Eastern Washington University, Florida State University, and California State University, Los Angeles where she taught, researched, presented, and published in the areas of Accounting, Budgeting, Computer Applications, Financial Management, Research Methods, Quantitative Policy Analysis, and Statistics. From 1985 to 1986, Dr. Fiona Chen was a visiting Associate Professor at the Public Policy Institute of National Chung Hsing University in Taipei, Taiwan. Dr. Chen has published and presented nationally and internationally on the subjects of fraud examination, government finance, computer simulation modeling, and computer applications.
From 1993 to 1995, Dr. Chen attended Moody Bible Institute Master's of Biblical Study program in Chicago, Illinois. Prior to joining the IRS, From 1997 to 1998, Dr. Chen worked for Lucent Technologies as Manager of Systems, Planning, and Methods in the Finance Department at Qingdao, China. She coordinated the operating budgeting process comprised of millions of dollars and participated in the capital budgeting process involving billions of dollars.
In 2001, Dr. Chen became a Certified Public Accountant and was license by the State of Illinois in 2002.
